The Supreme Administrative Court upheld the decision of the Commission for Protection of Competition of December 2008, whereby the DHC Sofia were fined a total of 450,000 Levs. As of September 2008 Sofia District Heating Company stopped heat supply to a number of buildings. This portion of the company customers were deprived of the service. The Court has emphasized that the interruption of heat is an extreme measure, which is permissible only when exhausted all other options for settlement between the parties. The decision is final and not subject to appeal.
